The principal authority for civil registration is the National Organization for Civil Registration (NOCR), which has 640 Departments or offices across the country. The office responsible for producing and publishing vital statistics is the Statistical Centre of Iran (SCI). Another major stakeholder of the Iranian CRVS system is the Ministry of Health and Medical Education (MOHME), which provides data on vital events. A coordination committee was established in 2014, along with the development of a national strategic plan. It includes other relevant stakeholders such as the Ministry of Interior, Municipals, Legal Medicine Organization, I.R. Iran Medical Council, the Ministry of Foreign Affairs, Universities, the Ministry of Agriculture, the Ministry of Education, the Ministry of culture, etc. The National Population Database is a central address database which allows for better policy management and vital events tracking. It comes along with the National Intelligent Cards, electronic ID database that facilitates e-government and allows for the production of vital statistics.
The legal limit is of 15 days for birth registration and 10 days for death registration. At the beginning of the CRVS Decade, it was estimated that 98% of the births and 97% of the births were registered in time.
Challenges faced by the I.R. of Iran include the quality of cause of death coding, and the protection of electronic data privacy.

Goal 2 reflects that CRVS systems provide legal documentation of civil registration to individuals and families for legal and administrative purposes. Legal documentation is strongly linked with a broad range of rights and activities, in particular legal identity. This goal addresses the distinction between the civil registration of a vital event and the possession of formal proof that it took place, in the form of legal documentation.
