The principal authority for vital statistics in Georgia is the National Statistics Office of Georgia (Geostat), which is responsible for producing and disseminating statistical information.
From 2003 to 2010 the State Department of Statistics (SDS) obtained primary data from medical institutions. Medical institutions had to issue two paper copies of the medical certificate of birth and death, one of which was sent to the family for registration and the other one was sent to the SDS via Public Health offices, which collected data locally.
However, in 2011 the CRVS system was changed: medical certificates are now filled electronically and directly sent to the Public Service Development Agency, creating thus a more rapid and centralized process. The objective of the current system is the development of a unified registration system of Civil Acts. Civil acts are registered mainly by the Public Service Development Agency, under the Ministry of Justice which exercises its powers through territorial offices (74 Territorial Offices), and the Georgian Diplomatic Representations Abroad.
Registration of births is directly related to several state programs including universal healthcare program, financial social assistance program and a target program for improving demographic situation. This encourages registration of new-borns.
Starting from 2011, transition to the electronic issuance of medical certificates increased the completion of death and birth information , developed the use of personal identification numbers, eliminated duplicates and improved quality of personal information (name, surname, sex, date of birth).

Goal 1 is an expression of the internationally accepted principle of the universal coverage of civil registration. The CRVS system should register all vital events occurring in the territory and jurisdiction of the country or area, including among hard-to-reach and marginalized populations.

Goal 2 reflects that CRVS systems provide legal documentation of civil registration to individuals and families for legal and administrative purposes. Legal documentation is strongly linked with a broad range of rights and activities, in particular legal identity. This goal addresses the distinction between the civil registration of a vital event and the possession of formal proof that it took place, in the form of legal documentation.
