Asia-Pacific Stats Café Session on Unique Identifiers in Civil Registration: Strengthening Governance and Statistics through Inclusive Identity Systems

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in partnership with the UN Legal Identity Agenda (UNLIA) Task Force, will host a virtual Stats Café on 9 September 2025 to explore the role of unique identifiers in civil registration systems. The online session, titled “Unique Identifiers in Civil Registration: Strengthening Governance and Statistics through Inclusive Identity Systems,” is open to all.

Unique identification numbers (UINs) are increasingly used to link people across administrative systems, which can lead to better services and higher-quality statistics. The event will cover both the benefits and challenges of UINs, including issues of privacy, data protection, and the risk of excluding vulnerable populations.

The Stats Café will feature discussion is based on the new UNICEF/ESCAP report, The Role of Unique Identifiers in Civil Registration and Vital Statistics and National Identification Systems. Speakers include:

  • Bhaskar Misra, Child Protection Specialist, UNICEF,
  • Pema Letho, Chief Civil Registration and Census Officer, Ministry of Home Affairs, Bhutan,
  • Nicola Richards, International Public Health Consultant, and
  • Jesper Ellemose Skou Jensen, Chief Advisor, Statistics Denmark.
