The Ministerial Declaration on CRVS in Asia and the Pacific emphasizes the need to address CRVS inequalities among hard-to-reach and marginalized populations, promoting universality and equity in civil registration regardless of factors such as gender, religion, or ethnicity. Countries are encouraged to conduct assessments to assess where such inequalities may exist.

The basis of the analysis presented in this report is a questionnaire prepared by the Regional Steering Group for CRVS in Asia and the Pacific and sent to all ESCAP member States and associate members. Side events for the Second Ministerial Conference on CRVS in Asia and the Pacific will begin on 25 October 2021. Most events will occur in the two weeks leading up to the Conference with the exception of those events which are linked directly with formal sessions of the Conference. Additionally, included in the list of registered events below is one Ministerial discussion and two Ministerials roundtables to be held during the Conference on 18 and 19 November, respectively.

The region has reached the midpoint of the Asian and Pacific Civil Registration and Vital Statistics (CRVS) Decade (2015-2024). The Decade is dedicated to achieving universal and responsive CRVS systems. CRVS systems provide individuals with a legal identity, facilitating access to public services, while supporting governments by producing better data to guide decision making. The COVID-19 crisis has further put a spotlight on the importance of CRVS systems by revealing the stark inequalities and fragility of our health care and social protection systems.
Continuing on the ESCAP supported project to strengthen the CRVS system of Pakistan, a series of workshop on the essentials of national CRVS system is organized throughout the country.
