    The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) will organize the first Asia-Pacific CRVS Research Forum to be held from 3 – 4 April 2023.     The Second Ministerial Conference on CRVS took place from the 16th to 19th November, 2021. It has been the occasion to celebrate progress through the CRVS Decade (2015-2024), identify remaining challenges, emphasize CRVS for sustainable development and promote CRVS as the foundation for legal identity.

    The current pandemic is disrupting CRVS systems all over the world, but also highlighting why well-functioning systems are more essential than ever. As a result, the UN Statistics Division, the World Health Organization and the UN Legal Identity Agenda Task Force developed COVID-19 resources offering guidance for civil registration stakeholders on maintaining CRVS activities.

Handbook on Civil Registration and Vital Statistics Systems Preparation of a Legal Framework

This handbook shows how to develop a comprehensive legal framework for a civil registration system that support its juridical function, its role as a source of continuous vital statistics, and by other agencies such as the health ministry, electoral rolls, identification services, population registers, pension funds, which depend on accurate registration data.

Handbook on Civil Registration and Vital Statistics Systems Management, Operation and Maintenance

This Handbook provides guidance to countries for the improvement of their civil registration and vital statistics systems and background and specifications for developing and establishing civil registration and vital statistics systems in countries that do not yet have such systems in place. The Handbook deals with essential components of structure, management, operation and maintenance functions to handle the entire range of vital events-live births, deaths, foetal deaths, marriages and dissolutions of marriage- from the civil registration and the vital statistics perspectives.

The Handbook is a comprehensive guide for countries in designing policies on confidentiality of individual information on vital records and the adjunct statistical forms. It also offers methods to permanently store and protect vital records.

Handbook on Civil Registration and Vital Statistics System -- Developing Information, Education and Communication

This handbook provides guidance to countries to design and conduct information, education and communication activities to support national civil registration and vital statistics systems. It covers development of a communication action plan for community workshops and meetings and for media, and special techniques to reach target groups and less privileged populations and those who live in rural areas. It also discusses resource mobilization, development of the time frame, required resources, and identification and mobilization of human resources.

Handbook of Vital Statistics Systems and Methods, Vol. I Legal, Organization and Technical Aspects

This Handbook supersedes the Handbook of Vital Statistics Methods published by the United Nations in 1955. It provides up-to-date guidance to countries to implement international recommendations adopted by the United Nations on vital statistics systems. Volume I addresses issues involved in running comprehensive civil registration and vital statistics systems and their coordination.

Handbook of Vital Statistics Systems and Methods, Vol II Review of National Practices

This Handbook supersedes the Handbook of Vital Statistics Methods published by the United Nations in 1955. It provides up-to-date guidance to countries to implement international recommendations adopted by the United Nations on vital statistics systems. Volume II, published in 1985, reviews national practices in civil registration and vital statistics systems and methods

Handbook for doctors on cause-of-death certification

This capacity-building tool has been produced by the Health Information Systems Knowledge Hub of the School of Population Health at the University of Queensland. This handbook aims to guide doctors in filling out death certificates. This handbook is designed to be a readily accessible resource that doctors can consult rapidly and easily. These are generic guidelines about how to certify the cause of death, written for doctors and medical students, particularly in developing countries.

Guidelines for Conducting Comprehensive Assessments of National CRVS Systems in Africa

These Guidelines have been prepared to assist African countries in undertaking a comprehensive assessment of their Civil Registration and Vital Statistics (CRVS) systems and in the development of a national CRVS strategic plan. The guidelines are organized into two volumes: The first volume (presented on this document) provides specific steps for assessing a national CRVS system in Africa, sets out the range of options for organizing the exercise, as well as specific issues for investigation.

Global Civil Registration and Vital Statistics Scaling up Investment Plan 2015-2030

The Global Plan for Scaling-up Civil Registration and Vital Statistics covers activities over a 10 year period from 2015 to 2024, with the goal of universal civil registration of births, deaths, marriages, and other vital events, including reporting cause of death, and access to legal proof of registration for all individuals by 2030.
