Comprehensive Assessment

 

At the beginning of the CRVS Decade for Action, Governments included among the implementation steps of the Regional Action Framework a requirement to conduct a comprehensive assessment of their CRVS system. This step is critical as the gaps and recommendations highlighted by such an assessment should then be included in the national CRVS strategy, to better inform the policy orientations.

To achieve and maintain international standards of quality for their CRVS systems, it is necessary to allocate resources appropriately, which can only be done by identifying the needs of the different ministries and agencies involved in CRVS. Properly mapping these needs requires a well-functioning coordination between these stakeholders, to encompass every aspect and clarify roles and responsibilities to avoid overlaps and gaps. 

Reporting on these assessments is also part of the implementation steps, through the questionnaires sent by ESCAP or through voluntary reporting. Guidance on how to conduct such assessments has been published by some international institutions, here by WHO or here by UNSD
