The Ministerial Declaration on CRVS in Asia and the Pacific emphasizes the need to address CRVS inequalities among hard-to-reach and marginalized populations, promoting universality and equity in civil registration regardless of factors such as gender, religion, or ethnicity. Countries are encouraged to conduct assessments to assess where such inequalities may exist.

The Plan was expected to serve as a guiding tool for countries, regional and international organizations, in managing interventions and monitoring achievements in CRVS systems in Africa from 2010-2015. This regional medium-term plan (MTP) is designed to address areas that need critical reform measures to ensure improved results across all member States.
The purpose of the Guideline is to enable the national offices entrusted with generation of vital statistics to have a critical review of their activities and identify areas for improvements. Considering that civil registration system itself is in nascent stages of development in many countries, it is better to take the CRVS system together for improvement.
This guideline deals with improving Civil Registration Systems and would supplement the UN manuals on the subject. Thus, this guideline is intended to assist national governments in general and CRVS organizations in particular for preparing national strategies and action plans for improving CRVS systems.
This course has been set up in response to the growing shortage of skilled population analysts in low and middle income countries, as identified by IUSSP and UNFPA, and the lack of post-graduate training in technical population analysis available to counteract this trend.
