The Ministerial Declaration on CRVS in Asia and the Pacific emphasizes the need to address CRVS inequalities among hard-to-reach and marginalized populations, promoting universality and equity in civil registration regardless of factors such as gender, religion, or ethnicity. Countries are encouraged to conduct assessments to assess where such inequalities may exist.

The Global Plan for Scaling-up Civil Registration and Vital Statistics covers activities over a 10 year period from 2015 to 2024, with the goal of universal civil registration of births, deaths, marriages, and other vital events, including reporting cause of death, and access to legal proof of registration for all individuals by 2030.
This guide has been designed for facilitators to use as a tool to assist country’s teams in the compilation of strategic plans and work programmes needed in the process of developing and implementing Civil Registration and Vital Statistics (CRVS) systems in Africa, in accordance with the framework laid out in the African Programme on Accelerated Improvement of Civil Registration and Vital Statistics (APAI-CRVS). The Every Newborn action plan was developed in response to country demand. It sets out a clear vision of how to improve newborn health and prevent stillbirths by 2035.
