The Handbook is a comprehensive guide for countries in designing policies on confidentiality of individual information on vital records and the adjunct statistical forms. It also offers methods to permanently store and protect vital records.
This handbook provides guidance to countries to design and conduct information, education and communication activities to support national civil registration and vital statistics systems. It covers development of a communication action plan for community workshops and meetings and for media, and special techniques to reach target groups and less privileged populations and those who live in rural areas. It also discusses resource mobilization, development of the time frame, required resources, and identification and mobilization of human resources.

This handbook aims to guide doctors in filling out death certificates. This handbook is designed to be a readily accessible resource that doctors can consult rapidly and easily. These are generic guidelines about how to certify the cause of death, written for doctors and medical students, particularly in developing countries.
These Guidelines have been prepared to assist African countries in undertaking a comprehensive assessment of their Civil Registration and Vital Statistics (CRVS) systems and in the development of a national CRVS strategic plan. The guidelines are organized into two volumes: The first volume (presented on this document) provides specific steps for assessing a national CRVS system in Africa, sets out the range of options for organizing the exercise, as well as specific issues for investigation.
The Global Plan for Scaling-up Civil Registration and Vital Statistics covers activities over a 10 year period from 2015 to 2024, with the goal of universal civil registration of births, deaths, marriages, and other vital events, including reporting cause of death, and access to legal proof of registration for all individuals by 2030.

The Every Newborn action plan was developed in response to country demand. It sets out a clear vision of how to improve newborn health and prevent stillbirths by 2035. The plan builds on the United Nations Secretary General’s Global Strategy for Women’s and Children’s Health and the Every Woman Every Child movement by supporting government leadership and providing guidance on how to strengthen newborn health components in existing health sector plans and strategies, especially those that relate to reproductive, maternal and child health.
