The Ministerial Declaration on CRVS in Asia and the Pacific emphasizes the need to address CRVS inequalities among hard-to-reach and marginalized populations, promoting universality and equity in civil registration regardless of factors such as gender, religion, or ethnicity. Countries are encouraged to conduct assessments to assess where such inequalities may exist.

The current pandemic is disrupting CRVS systems all over the world, but well-functioning systems are more essential than ever. The high importance currently accorded to statistics on deaths as well as other statistics during the COVID-19 response, means that the key stakeholders in CRVS systems (civil registrars, national statistical offices and health) are under increased pressure and scrutiny.
This publication builds on the success of the first meeting of the Civil Registration Professionals of South Asia in July 2018 and expands on the conversations from the second meeting, 26 – 28 November 2019, in Maldives.

Back in March, the World Bank’s Board of Executive Directors approved USD60 million in financing for the Lao People’s Democratic Republic, of which 35 million will help the country strengthen its financial safety nets, and 25 million will support the upgrade the national civil registration system.

Unfortunately, the CRVS system of Pakistan does not currently cover the entire population. The Pakistan Demographic and Health Survey (DHS) (2017-18) shows 58% children under age 5 are yet unregistered. A substantial proportion of this unregistered group are also assumed to be marginalized populations, including women or girls, people residing in rural areas, people with disabilities, people belonging to lower socio-economic class, displaced people or migrants, or religious minorities.
