Towards Inclusivity: The Development of Civil Registration in Indonesia 2019-2023

Towards Inclusivity: The Development of Civil Registration in Indonesia 2019–2023 illustrates the disparity in population administration through the level of completeness of civil registration in various regions, social groups, and economies. The results show that disadvantaged areas and poor community groups have a much lower recording rate than other groups. The study also identifies driving factors, such as civil registration service programs, as well as key obstacles, such as the characteristics of vulnerable populations, poverty, and unemployment. Key recommendations include improving the civil registration service system down to the village/sub-district level and increasing cross-sector collaboration to accelerate the achievement of universal civil registration.
