The Ministerial Declaration on CRVS in Asia and the Pacific emphasizes the need to address CRVS inequalities among hard-to-reach and marginalized populations, promoting universality and equity in civil registration regardless of factors such as gender, religion, or ethnicity. Countries are encouraged to conduct assessments to assess where such inequalities may exist.

In 2022, Lao PDR embarked on a project to conduct a CRVS-related inequality assessment, through technical and capacity strengthening in demographic skills. Through a partnership with Lao Statistics Bureau (LSB) and UNFPA Lao PDR, two capacity building workshops were organized and attended by delegates from ministries engaged in the CRVS system. 
Internally Displaced Persons (IDPs) are often amongst the most vulnerable people on this planet, having been forced to flee their homes due to a number of natural or man-made causes.
With the development of the International Recommendations on IDP Statistics (IRIS), the international statistical community is aiming to make IDPs fully visible in official statistics.
