The Ministerial Declaration on CRVS in Asia and the Pacific emphasizes the need to address CRVS inequalities among hard-to-reach and marginalized populations, promoting universality and equity in civil registration regardless of factors such as gender, religion, or ethnicity. Countries are encouraged to conduct assessments to assess where such inequalities may exist.

Bloomberg Philanthropies Data for Health Initiative’s Global Grants Program (GGP) is launching new gender equity round of support. This round supports projects that will improve the use and dissemination of sex and gender data for decision-making and policy change, focusing on advancing gender equity to promote public health in core thematic areas of civil registration and vital statistics, data use for decision-making, and population-based cancer registries.

This paper examines inclusivity as a key theme for the 2024 Review and potential extension of the Asia-Pacific Civil Registration and Vital Statistics (CRVS) Decade (2015-2024) to 2030. It includes a review of existing literature to develop a comprehensive understanding of inclusivity in the context of CRVS and to justify the integration of inclusivity into the 2024 Review and potential extension.

During the ninth meeting of the Regional Steering Group for Civil Registration and Vital Statistics in Asia and the Pacific, consensus was reached on the inclusion of resilience into the work associated with any extension of the Decade and thus a consideration in the 2024 CRVS Decade Review. Members underscored how resilience is critical to sustaining existing progress and effectively addressing upcoming challenges associated with climate change including displacement which may result in statelessness.
