The Royal Decree issued by the government of Cambodia formally establishing the National Steering Committee for Civil Registration, Vital Statistics and Identification
UNICEF, UNHCR, UNESCAP, Plan International, and WHO, in collaboration the CRVS Regional Steering Group and other partners, hosted the Asia-Pacific Civil Registrars Meeting. The main objectives of the meeting were to:
• Agree on the formulation of the proposed Asia-Pacific Civil Registrars’ Network and the objectives, principals, roles, modalities and structure
• Present good practices, pilots and promising innovations at national level, and provide guidance on how to most effectively manage and scale up innovations to strengthen CRVS systems
Both as a Fijian and as Chair of the Regional Steering Group on CRVS in Asia and the Pacific I would like to stress the importance of our work to create better civil registration and vital statistics systems in our region. Because unregistered persons are often invisible to the State; their level of vulnerability and the limitations they face in gaining access to help and social protection can be very difficult to assess. This problem is especially salient during natural disasters such as the cyclone we recently experienced in Fiji.

The meeting objectives:
- To review the implementation status of decisions made during the 1ST National Steering AND Coordination Committee Meeting held 18th Nov. 2014
Through Commission resolution 69/15, countries in Asia and the Pacific requested that further regional action be taken to support the improvement of civil registration and vital statistics (CRVS) systems. The regional action framework responds to that request as a catalyst for Governments and development partners to focus and accelerate their efforts to realize a shared vision and the three CRVS goals outlined in this document during the proposed civil registration and vital statistics decade for Asia and the Pacific (2015 to 2024).
